 1. Rule [[UPCA_RoP_017|17.1]](a) to (c) and .[[UPCA_RoP_017|.2]] shall apply mutatis mutandis. 

 2. The President of the Court of First Instance shall assign the action 

  (a) to a panel of the central division, <<BR>>
  (b) where the parties have agreed that a single judge should hear the action, to a single judge or <<BR>>
  (c) where the parties have agreed to bring the action before a local division or a regional division in accordance with [[UPCA_033|Article 33]](7) of the Agreement, to a panel of the local or regional division concerned.
