Where the action is not closed in accordance with Rule [[UPCA_RoP_091|91.2]], the President of the Court of First Instance shall, as soon as practicable after the expiry of the period referred to in Rule [[UPCA_RoP_091|91.1]], assign the action to a panel of the central division in accordance with Rule [[UPCA_RoP_017|17.2]] or to a single judge if requested by the claimant [Rule [[UPCA_RoP_088|88.2]](f)]. Rule [[UPCA_RoP_018|18]] shall apply.
