In the interests of the proper administration of justice, a presiding judge where an action is pending (after consultation with any other relevant presiding judge), the President of the Court of First Instance where actions are in different divisions or the President of the Court of Appeal where actions are pending may, at any time, after hearing the parties, order that two or more actions shall, on account of the connection between them, be heard together.
